Allow Contributors to select approval workflow

Team members who were set with "contributor" level access to publishing don't have a way to choose the approval workflow. Right now, it uses the default workflow for the profile group they're publishing to. We'd like to see this expand so contributors are able to choose from available workflows, not just the default workflow.
